Her appearance was considered by many to be amazingly beautiful to the point where men are blinded or pass out by trying to gaze at her. After leaving the Flower Capital, Hiyori left most of her hair down with her bangs covering her forehead. She took out many of its adornments except for a rose-shaped one with a dangler on each side of her head and some of her hair is held up by pins in an elaborate bun behind her head. She also stopped wearing her outer garment, wearing a dark furisode kimono with flower designs along the sleeves and the bottom. A flashback of twenty years ago only showed her in silhouette. She had a bob cut when she was six. Hiyori seems to have great balance and leg strength to walk with extremely tall geta sandals without any strain. She also owned a fair amount of arm strength, as she slapped the extremely large Orochi with enough force to leave a mark. Hiyori is considered the most beautiful woman in all of Wano. Her beauty is so unfathomably great, that people can barely look directly at her. Her looks alone are enough to make people faint, go blind, and suffer severe blood loss via nose bleeds. Hiyori has shown to be an extremely crafty manipulator, using her beauty in conjunction with superior acting skills to deceive men into giving her all their wealth. She is also an extremely talented musician in playing the shamisen, as she could play an enchanting song that deeply captivated the Orochi, his guests, and her fellow courtesans. She possesses some degree of medical skill, as she was able to treat Zoro's large shoulder wound. 20 years before the present day, Hiyori's father Oden was brought to the Flower Capital and executed by the shogun Kurozumi Orochi after illegally leaving Wano Country. Hiyori was in Oden Castle with her mother Toki and brother Momonosuke when Kaido, who was working with Orochi, set it ablaze. Toki used her Devil Fruit powers to send Momonosuke and four of their retainers 20 years forward in time, leaving Hiyori remaining with her. Kawamatsu then helped Hiyori escape Oden Castle and took care of her until they were separated when Hiyori was 13. Hiyori was then raised by Kyoshiro to become an oiran, and she adopted the name Komurasaki. During her career, Hiyori courted Bingo, Bongo, and Bungo, claiming to want her freedom purchased before the shogun Orochi took her and agreeing to go with each man if they managed to do this. The men gave up everything they had to raise the money, which they put in her possession. However, she had deceived them and left them with nothing, putting an end to their criminal activities in the process.

Shinobu

Shinobu is a veteran kunoichi from Wano Country and an ally of the Kozuki Family. She was formerly Kin'emon's protégé. Shinobu is a short and stout middle-aged woman. She has light hair tied in pigtails and wears light-colored kunoichi attire. She appears to have been very beautiful when she was younger, able to capture the hearts of many of her foes according to Hanzo. Shinobu seems to take pride in her looks and she is offended when someone looks down on her beauty and compares her to her younger appearance. She also seems to panic easily and she said that she is afraid of sharp objects. She is very serious when it comes to overthrowing Orochi as she became frustrated when Kin'emon's plans began falling apart. When suspecting that the captured Heart Pirates were responsible for leaking the plans, she went as far as to say that the captured should be silenced. Shinobu has the ability to mature things.

According to Kiku, anything she touches will rot. As other residents of Wano, she is unaware of the existence of Devil Fruit, and calls her abilities "Jutsu", and calls her techniques "Sexy Ninpo". Shinobu was summoned by Kin'emon to guide the Straw Hat Pirates at Oden Castle. When Kaido arrived at Kuri, Trafalgar Law alerted everyone inside the castle. The group was surprised to see Kaido, and Shinobu was shocked to see Momonosuke in dragon form. After Monkey D. Luffy rushed off with Law following him and Kin'emon and Kiku left to rescue Tsuru, the rest tried to escape as Kaido approached the castle and destroyed it with a heat breath. She used her powers to save the remaining people in the castle from Kaido's attack by creating a hole underneath the castle. Kiku later returned to the ruined castle and informed the group about what happened to Luffy. Sometime after Luffy was taken by the Beasts Pirates, Shinobu and Nami infiltrated a house and spied on government officials in charge of weapon shipments from the ceiling. One of the officials spotted Nami's looking glass and jabbed a blade into the ceiling. Nami and Shinobu were forced to run away from his attacks, and Shinobu started screaming, tipping the officials off to the presence of humans. However, the duo managed to escape, and Shinobu used ninjutsu to glide through the air. Nami revealed that she found out when and where the weapons shipment was leaving, and Shinobu admitted that she is afraid of sharp objects, much to Nami's chagrin. Shinobu and Nami later infiltrated Orochi's castle. While they were hiding in the attic, Nico Robin contacted them through Den Den Mushi and informed them that she had been discovered by the Orochi Oniwabanshu. While peeking into the banquet hall from the space above the ceiling, Shinobu and Nami were confronted by Hanzo. He correctly identified Shinobu at first, but then doubted it was her, causing Shinobu to get mad and throw a projectile into his groin, which incapacitated him. Shinobu then collapsed the ceiling, causing it to fall on Kurozumi Orochi. Amidst the chaos in the banquet hall, Shinobu was shocked to witness Kyoshiro striking down Komurasaki. As the shogun pursued Robin and Toko, Shinobu ran past Nami as the latter unleashed Zeus' lightning on Orochi. After escaping Orochi's palace, Shinobu, Nami, Brook, and Robin dropped Toko off in the red light district before meeting up with Kanjuro at the Northern Graveyards in the Ringo region. Shinobu, Nami, and Robin later went to a bathhouse. While bathing, Shinobu explained to Nami and Robin about Hyogoro and her past as Fukurokuju's subordinate. A Beasts Pirates squad led by Basil Hawkins and X Drake arrived at the bathhouse to look for people with the Kozuki Family's crescent moon symbol on their ankles. Shinobu told Nami to hide behind her, but Hawkins noticed her acting suspiciously. Nami stepped out from hiding and accidentally disrobed, causing Sanji to reveal his presence. Drake then came into the bathhouse and fainted from seeing naked women. While Hawkins was distracted, Shinobu's group took the opportunity to escape. Sanji carried them and flew away from the bathhouse. While flying, Sanji informed them that Law's crew were captured. They then went to Ebisu Town, where Shinobu got into a heated argument with Law, suspecting that Law's captured crewmates revealed the meaning of Kin'emon's secret message. Law absolutely refused to consider that, intending to prove her wrong once he rescued them. Shinobu replied that they should be disposed of regardless, as they could not afford for things to go wrong in the plan they had waited 20 years to come to fruition. However, Kanjuro disagreed with her, saying that it was most important that they retain the allies they had made, as otherwise they would be unable to bring down Orochi and Kaido. Tonoyasu then entered the house and recognized Shinobu and Kanjuro, much to their surprise. He then showed them a copy of the message and talked about the rumors swirling around the Flower Capital, wondering if the final battle was at hand. After telling Kanjuro and Shinobu that he would join them, Tonoyasu left the house. Kanjuro and Shinobu then explained to Sanji, Franky, and Robin that they did not actually know who Tonoyasu was, making them questioned on how he knew them. When news of Tonoyasu's capture was revealed, Shinobu and her group gathered to see him being shown on a broadcast. She finally recognized him as Yasuie, the former daimyo who supported Oden, and explained his past before his fall from grace.

Kozuki Oden

Kozuki Oden was the daimyo of Kuri in Wano Country, the son of the former Shogun of Wano Country Kozuki Sukiyaki, the husband of Kozuki Toki, and the father of Kozuki Momonosuke and Kozuki Hiyori. He was the patriarch of the Kozuki Family 20 years ago until he was executed by Kurozumi Orochi. He was also a member of the Roger Pirates. Judging from his silhouette, he appeared to be of average height and he wore a kasa. In his early years, he was said to get into violent fights, which was the reason for his exile from the Flower Capital. However, he was a man of great compassion, as he defended Nekomamushi and Inuarashi from discrimination in Wano and also reformed the criminals of Kuri into becoming law biding citizens.

Even Gol D. Roger and Whitebeard held incredible respect for him. Oden was very adventurous, and felt confined by Wano's closed borders. He left Wano despite that being a crime, and his biggest wish was to open the country's borders. As a descendant of the Kozuki Family, Oden inherited from his ancestors the knowledge and skill to read Poneglyphs and write its ancient language. As daimyo, Oden had a large amount of power and influence over Kuri before his death. Nami deduced that given his position, he must have had a large amount of wealth. He also had the ability to hear the "Voice of All Things". With his strength and charisma, he was able to restore order to the extremely chaotic land of Kuri, which was rampant with dangerous criminals and outlaws of Wano. Oden was an extremely powerful samurai. According to Kin'emon, Oden singlehandedly defeated Ashura Doji, the most dangerous criminal of that time who is stated to be worth 100 men in battle Oden was born in the Flower Capital of Wano Country, to the shogun Kozuki Sukiyaki. However, he was exiled from the Flower Capital after getting into a constant stream of violent fights. Oden then went to Kuri, which was Wano's most lawless region. He confronted Kuri's most dangerous criminal Ashura Doji and defeated him, and rounded up the other criminals to bring peace to Kuri. He had the residents work to build a village to live in, and he built the Paradise Farm to feed them. Oden was then granted the title of daimyo of Kuri at the age of 20 after Sukiyaki heard about his deeds. When the minks Inuarashi and Nekomamushi washed ashore on Wano, Oden defended them from people who tried attacking them out of fear, and they became his retainers. Oden married Kozuki Toki, and they had a son named Momonosuke followed by a daughter named Hiyori. However, Oden felt too cramped in Wano, and he, Inuarashi, and Nekomamushi left the country illegally and set sail with the Whitebeard Pirates. Oden later sailed with the Roger Pirates, and went with them to Raftel. Over 20 years before the present, Oden left Roger's crew and returned to Wano Country, despite the country's rules on leaving and returning to its borders. Around that time, he was executed in the Flower Capital by Kaido and Kurozumi Orochi for refusing to divulge information of Raftel, and he died without passing on the knowledge of the Poneglyphs to Momonosuke. His last words to his son and retainers were to open Wano to the outside world.

Kurozumi Orochi

Kurozumi Orochi is the current shogun of the Wano Country and an ally of Kaido, one of the Yonko. Due to his actions and role, he is one of the main antagonists of the Wano Country Arc and one of the central antagonists of the Yonko Saga. Orochi is a rather large man with a big head and stocky build. He appears to be balding, with his dark purple hair being mostly seen on the sides and back of his head, and he has a long topknot in the back, as well as a thin mustache that sticks upward. His two upper canine teeth are longer than his other teeth and are blunt. They remain blunt in his hybrid form. He wears a kimono with a fan-shaped pattern on it, as well as a crown on his head. As shogun, Orochi has full control over Wano Country and its inhabitants. He has government officials working under him who enforce his rule, and has a group of elite ninja known as the Orochi Oniwabanshu who serve and protect him without question.

He also possesses the backing of Kaido of the Yonko, so if he and his subordinates are threatened, Kaido will hear about it and deal with the threat. He believes that, with Kaido's support, not even the World Government nor World Nobles can overthrow him nor topple Wano. Stemming from his paranoia, Orochi has an extremely sharp intuition as he correctly guessed that Oden's son and retainers are still alive and that certain incidents around Wano Country are connected to Kin'emon, figuring out that they are planning to overthrow him and his ally Kaido. As shogun of the Wano Country, Orochi is a supposedly powerful samurai. He uses a sword-style known as Orochi Nitoryu (オロチ二刀流 Orochi Nitōryū?, literally meaning "Orochi Two Swords Style"). According to propaganda, he used it to defeat Kozuki Oden and his retainers. He was seen using a katana to try to strike the young girl Toko. Though he cut through a thin wall with a swing of his sword, he has not displayed much skill, with his attack on Toko having missed and appearing to be executed wildly. Orochi ate the Hebi Hebi no Mi, Model: Yamata no Orochi, a Mythical Zoan-type of Devil Fruit which allows him to transform into an eight-headed serpent. Only one head bears his eyes and crown, while the others have more generic looks by comparison. In this form, he is given the ability to attack in multiple directions with his considerably strong jaws. Orochi carries a pistol and appears to be quite skilled in using it, as he quickly pulled it out and hit a CP-0 agent in one shot, although the agent was unharmed by the bullet. He also possesses a rifle which he used to shoot and execute Shimotsuki Yasuie with.

Shimotsuki Yasuie

Shimotsuki Yasuie, currently known as Tonoyasu or just Yasu (ヤス Yasu?), was a taikomochi who lived in Ebisu Town near the capital of Wano Country. He is the father of Toko. Back when the Kozuki Family ruled over Wano Country, Yasuie served as the daimyo of Hakumai. 20 years after Kurozumi Orochi's takeover of Wano, Yasuie sacrificed himself in an effort to misdirect the shogun's forces and enable Kozuki Momonosuke's revolution to continue. Yasuie is a thin short man with a thick spherical head. He has tiny blush marks on his cheeks, stubble around his mouth, and a thin mustache on his upper lip. Like the other residents of Ebisu Town, he's always smiling. In the past, his thick afro appears to have been a trademark of his as Kanjuro and Shinobu didn't recognize him until they saw it. Nowadays, it is usually covered by a polka-dotted bandana and tied in a top knot. He wears a light kimono with stitched patches and waraji sandals.

Over 25 years ago, Yasu's face was much cleaner and less spherical; he wore a dotted kimono with a dark robe over it. He also appeared to be much taller than he is in the current storyline. Yasuie was very easily excited, as he gushed over Zoro's accomplishments and showered the swordsman with compliments. He could also be self-deprecating, as he did not object when Zoro accidentally referred to him as "Kasu" (trash) instead of "Yasu". Though eccentric, carefree, and fun loving, Yasuie was extremely kind and compassionate, using the money his daughter earned to support the citizens of Ebisu Town, providing provisions to those who are too sick and injured even if it means starving himself. He enjoyed helping people, even those as amoral as Bingo, Bongo, and Bungo. He also went to lengths as great as stealing from the residents in the Flower Capital simply to give the impoverished the resources to survive. His friendly and compassionate personality gave him a strong charisma, as when he joined the conversation with Kanjuro and Shinobu about the rebellion, neither of them brought up the fact that they did not know who he was. According to Shinobu, he was a strict man in the past, but lost much of that attitude over the last 20 years. He took his position as daimyo extremely seriously, especially when it came to protecting the Habu Port. In much of the same way, he expected Kozuki Oden to devote his time proving himself as Sukiyaki's heir. As the daimyo of Hakumai, he had control over the region and its inhabitants until he lost the position. In the present day, he showed himself to be very conniving and well-spoken, tricking authorities into believing he was Ushimitsu Kozo in order to give himself a platform to trick Orochi and forces. Yasuie saw the swordsman Roronoa Zoro and decided to follow him, having a good feeling about him and paying for some sushi for him to eat. He believed his decision vindicated when Zoro earned a lot of money gambling and took out some members of the Kyoshiro Family when they decided to stop him. Yasuie gushed over Zoro's accomplishments as they walked toward Ebisu Town, a leftovers town near the Flower Capital that Yasuie was from. After arriving at the town, Yasuie introduced Zoro to the people living there. He later met Trafalgar Law, Usopp, and Franky after Zoro left to recover a stolen sword. After hearing that they were friends of Zoro, Yasuie invited them to his house and informed them that they just missed Zoro. As Shinobu, Law, and Kanjuro argued over what to do with the captured Heart Pirates, Yasuie entered and showed them a copy of Kin'emon's secret message and talked about the rumors swirling around the Flower Capital, wondering if the final battle was at hand. After telling Kanjuro and Shinobu that he wished to join them, he went around Ebisu Town, helping those in need. At midnight that night, Yasuie went into the Flower Capital to commit robberies in order to pose as Ushimitsu Kozo. He was caught by Orochi's forces, who believed his confession that he was Ushimitsu Kozo. He was taken to the Rasetsu Town prison in the Flower Capital the next morning to be crucified, and he was happy to see that the crowds gathered around him knew who he was. He spoke to Orochi, saying that the Kozuki Family built everything good in Wano and that the current shogun had only ruined it. He then lied that he created the Kozuki Family's secret message as a childish prank, and that the crescent moon symbol that resulted in Orochi making dozens of arrests was a common, unrelated design. As Orochi approached the execution platform, Yasuie cursed him and eagerly anticipated the return of the Kozuki Family. He was then shot multiple times and killed by Orochi and his forces. While full effects of his attempted deception have yet to be seen, Yasuie was able to cause significant doubt in the Rasetsu prison guards, leading them to believe the crescent moon symbol signifying loyalty to the Kozuki Family was insignificant and that Orochi was mistaken in arresting people who bore it.
